Police say NIS 38 million needed for pope's security


Police are demanding an additional NIS 38 million ($9.1 million) to fund the security required by the pope during his visit to Israel next week. The Finance Ministry had allotted "just" NIS 5 million for this aim.
"If the money is not transferred it will be subtracted from other places in the police forces," said Internal Security Minister Yitzhak Aharonovitch.

Hope for a conclusion in Holy See-Israel talks before Pope's arrival in Holy Land

The Bilateral Commission met yesterday. The joint communiqué speaks of “progress” towards an agreement in the making since 1999.
Jerusalem (AsiaNews) – The Bilateral Permanent Working Commission between the Holy See and the State of Israel met on Wednesday 18 February, at the seat of the Israeli Ministry of Foreign Affairs, to continue negotiating a treaty that would confirm the fiscal status of the Church in Israel, and safeguard her properties, especially the sacred places, as well as bring about restitution of some that have been lost over time. These negotiations began on 11 March 1999.
The convoy of motor vehicles with diplomatic number plates, with on board the negotiators for the Holy See, was seen arriving at the Foreign Ministry a little before 10 a.m., and leaving again a little before 1 p.m. The negotiators did not grant interviews, and only spoke, together with the Israeli Foreign Ministry, through a joint communiqué. Interest has been aroused by the fact that this time the communiqué speaks of "progress" that was achieved, beyond repeating the usual references to an atmosphere of "great cordiality" and to the shared determination to conclude the agreement "as soon as possible"

Pope Benedict XVI will visit Israel between May 8 and 15, the leader of the Catholic church confirmed in Sunday's mass at St. Peter's in the Vatican.
President Shimon Peres, speaking at a memorial ceremony in the North, hailed the declaration as a mission of peace.
"I am delighted that His Holiness Pope Benedict XVI has responded positively and accepted my invitation to visit the Holy Land. The pope will be a most honored guest, welcomed and respected by people from all walks of life. His visit will be a moving and important event bringing the spirit of peace and hope. Welcome to Israel."
In his Sunday Mass this afternoon, Pope Benedict said, "From May 8th-15th, I will make a pilgrimage to the Holy Land to ask the Lord, visiting the places sanctified by his passage on the earth, for his precious blessing of unity and peace for the Middle East and for all of mankind. I am counting on the spiritual support of all of you, and may God accompany me, support me, and bless with his Grace all those who I meet on my way."
President Peres has instructed the Director-General of the Office of the President, Ms. Efrat Duvdevani, to accelerate the preparations for the pope's visit with all of the relevant government ministries.
Those ministries, together with the police, the IDF and the Shin Bet (Israel Security Agency) are gearing up for the visit and have drawn up a wide-ranging plan to prepare for the occasion, which is expected to cost the state NIS 43 million.
Benedict's visit could improve relations between the Vatican and the Jewish people, which have recently become strained after he faced harsh reaction from Jewish groups and the German government since his decision to reverse an excommunication edict against Holocaust-denying Bishop Richard Williamson.
The less-than-ideal state of relations has not deterred the Israeli government from classifying the visit as "high priority" and allocating large amounts of resources and funds.

while minister-without-portfolio Haim Ramon has been appointed to oversee government preparations.

Israel Police Operations Branch Spokeswoman Orit Friedman said recently that police planners had already begun their preparations.
"This is a very important visit for Israel, one that is tied to the state's image, its diplomatic front and tourism [industry]," Friedman told The Jerusalem Post. "Major planning is underway at the Israel Police's national headquarters. It includes field plans for the areas where the pope will be, and briefings for commanders on the ground. There's lots of work to do and we've already started."
The pope is expected to tour sites in Jerusalem, including the Temple Mount, and in the Center and North. Large numbers of police will be assigned to secure these areas. He will also visit sites in the Palestinian Authority.
The Defense Ministry and the IDF will oversee security at Ben Gurion International Airport during Benedict's arrival and departure, while the Shin Bet, which is carrying out pre-visit field work, will have final say on all aspects of security.
The Prime Minister's Office will be the highest governmental authority for the visit and will be responsible for all media communications. The Foreign Ministry will coordinate the pope's schedule with Vatican officials and set up a national media center.

The Vatican Agenda: On April 15th, 1992, Cardinal Joseph Ratzinger, (Now the Pope of the Vatican) was one of the highest ranking diplomats at The Vatican, visits Israel for the first time but only meets with Jerusalem Mayor Teddy Kollek. June 1992 The story of The Catholic Church's attempt to abscond with the Old City of Jerusalem from the Jews begins in July 1992. According to the information on the Foreign Ministry website, literally from the moment the new Rabin-led Labor government took over from Yitzhak Shamir's defeated Likud party, secret talks with the Vatican and the State of Israel began. What precipitated these secret talks? Who arranged these talks, and why? Why were they kept secret from the Israeli public? What was the end result of these agreements? Where do they stand today? The entire subject of Israel's bi-lateral relations with the Vatican is intentionally kept locked away in secrecy. It is no wonder that nobody in Israel knows much about "Israel-Vatican relations" as it is never, ever reported on in the Israeli press. The official story of the origins of Israel's "secret channel contacts" between Beilin's negotiating team and the Vatican comes about as a result of Shlomo Gur, a personal aide to Deputy Foreign Minister Yossi Beilin, who knew someone who put him in touch with Father David Jaeger. Father David Jaeger was president of the Catholic Court in Austin, Texas, and was brought up as an Israeli orthodox Jew who then converted to Catholicism and became a Father (not something that has happened to many Israelis who grew up Orthodox). From there, which according to the information on the Israel Foreign Ministry website (added, below, see #5) was in July 1992 right after the new Rabin government took over power, nothing is known about the discussions until the agreement is signed on Dec. 30th, 1993. Nothing in the Israeli press. The info given on the actual agreement signed was very minimal and general in tone. This is probably one of the most important political contacts Israel has in the world's "power structure" yet it isn't reported on in the press. Thus no Israelis know about it. That is how it remains hidden. November, l992 The document which was used as the underlying ideological basis for the Vatican's secret deal with Yossi Beilin and Shimon Peres was personally authored by Beilin. "The Illegitimacy of Israeli Sovereignty Over Jerusalem" outlines the Israeli government's program for the future of Jerusalem and calls for the division of the Old City into cantons whose border posts will be under UN control. The plan which led to the December, 1993 agreement between The Vatican and the State of Israel was originally discussed in November 1992 at the exact same time the first meetings in London took place to discuss an agreement between Israel and the PLO which led to the Oslo Agreements. The real goal was the Vatican attempt to take over the Old City of Jerusalem. Oslo, or, "peace between Israel and the Palestinians" was just a good cover story to hide what was really going on in another sphere of Israel's foreign affairs. So What Is The Vatican Planning And What Can Israeli Jews Do About It? For centuries the Vatican has been pushing its "replacement" doctrine which states that the Catholic has replaced Israel as "the New Israel". The Roman Catholic Church wants Israel to lose sovereign control over the Old City of Jerusalem so that "the promises to the literal descendents of Abraham will be applied to the 'New Jerusalem.'" If Israel controls Jerusalem it is evidence that Rome's claims are not legitimate and that the literal interpretation of Scriptures is correct. There is no place for the restoration of the nation of Israel in its theology. How can the Vatican claim to be "the New Jerusalem" and "rightful heir to the Kingdom of God" if the Jews control Jerusalem? How is the Catholic Church going to convince the world that their version of theology is correct? The Vatican is going to have everyone believe this "mysterious individual who will "unite the faiths" and appear in Jerusalem which will be under the control of an authority headed by The Vatican. " This so-called "Messiah" that will be proclaimed, will be a false one and it will insist that by having a "world government" (i.e., the United Nations) that world peace and harmony will be ushered in. This will be a lie, and a fraud, but never mind. In our world, reality isn't important. Public perceptions are. The end result is the stripping of Israel's sovereignty as an independent nation giving way to a "regional bloc of nations" in the Middle East. Israel will be pressured to accede to these demands by all world bodies and the superpowers on the claim that "this is the only way to solve the Middle East conflict). In order to the Jews to go along they will convince them that with the "Messiah" having appeared for the Jews, it is time to start rebuilding the Third Temple- what they call "Solomon's Temple". This version of events is widely available through a simple search on the Internet as there are many Christian groups and organizations (the majority of which who are very pro-Israel) who don't buy into these beliefs and thus are against them. I didn't come up with the theory- I am just brining it to the attention of the Israeli public. Make no mistake about it. The Old City of Jerusalem, as well as most of the eastern half of the city, is what The Vatican is after. Why? Because controlling the entire Old City of Jerusalem (and not just Church properties) and being able to build whatever they want on Mount Zion is critical for the program they have planned to put into play in our capital city. The deal that it has signed with Israel via Yossi Beilin and Shimon Peres (in secret and without the approval of the Knesset) gives The Church not only extraterritorial status to their properties (which is what the bi-lateral agreement the Israeli government signed with the Vatican on December 30th, 1993, put in law) but of control over the entire city as "custodians" under UN presence. In this way the Jews will give up control over the Old City. To the Vatican the Israeli people would have a problem with. To the UN, they would say, "we had no choice". That deal to have the Vatican come into Israel and take over these properties and to "control and dominate the Old City of Jerusalem" already exists and has been fully documented and reported in the world's media. The end goal of The Vatican is to seize control of the Old City of Jerusalem out of the clutches of the state of Israel. To that end they have a secret agreement with Israel which obliges Israel to respect the "extraterritorial" claim to their physical presence in the city. In short, "we have accepted the Vatican's rights to have little Vatican sovereign embassies throughout our eternal capital of Jerusalem. That same Vatican has committed itself, in public and in a written agreement, to ensure that the Palestinians have sovereignty in the Old City of Jerusalem. The public record shows a secret deal has already been conducted behind the backs of the Israeli public whereby the Vatican was promised to take over the Old City. There is ample proof in the public record to prove that a secret deal was done with the Vatican by two Israeli government representatives, Yossi Beilin and Shimon Peres. As it was concocted covertly it can't serve the Israeli public- but someone else. Thus these agreements need to be made void and nullified. It doesn't matter if religious Jews or Israelis think that "Catholic theology" is "strange looking" or extremely "ritualistic." What matters is that all Israelis understand that The Vatican has a secret agenda and it includes stealing the Old City of Jerusalem away from the Jews. That is what you need to know and understand. Unfortunately, this agenda is being carried out in secret and behind your back.

In March 1994, the newspaper Chadashot revealed a most remarkable secret of the Middle East "peace" process. A friend of Shimon Peres, the French intellectual Marek Halter, claimed in an interview that in May 1993, he delivered a letter from Peres to the pope.
[NB: DS: and in April of 2006, Shimon Peres delivered a letter of Olmert to the pope! It was done once, it was done twice! It is a MODUS OPERANDI, and the latter was reported by the regular media, so we have no reason to doubt the first hand-delivered letter!]
Within, Peres promised to internationalize Jerusalem, granting the UN political control of the Old City of Jerusalem, and the Vatican hegemony of the holy sites within. The UN would give the PLO a capital within its new territory and East Jerusalem would become a kind of free trade zone of world diplomacy.

Halter's claim was backed by the Italian newspaper La Stampa which added that Arafat was apprised of the agreement and it was included in the secret clauses of the Declaration Of Principles signed in Washington in September 1993.

In March 1995, the Israeli radio station Arutz Sheva was leaked a cable from the Israeli Embassy in Rome to Peres's Foreign Ministry in Jerusalem confirming the handover of Jerusalem to the Vatican. This cable was printed on the front page of the radical leftwing Israeli newspaper, Haaretz two days later. A scandal erupted and numerous rabbis who had invited Peres for Passover services cancelled their invitations in protest of his treachery. Peres reacted by claiming that the cable was real but that someone had whited out the word, "not;" the cable really said that Israel would "not" hand Jerusalem over to the holy pontiff.

Illustrating the sorry political state of Israel's rabbis, they accepted this cockamamie excuse and re-invited Peres to their tables. However, in the widely distributed minutes of a meeting with Clinton in 1997, Peres reiterated his diplomacy, ending with the words, "as I had previously promised the Holy See."

Peres's partner in crime, and the real founder of the Oslo Accord, Yossi Beilin, coordinated his PLO policy with the Vatican. Check the timing; at the same moment that he was finagling an accord with the PLO, he was negotiating an agreement for Vatican recognition of Israel. His deal with the pope became another brief scandal when politicians like Agudat Yisrael head Avraham Shapira and Jerusalem Deputy Mayor, Shmuel Meir were leaked hidden details of Beilin's accord which included, "the extra-territoriality of holy sites in Jerusalem to be transferred to Vatican control." Later, Shapira was neutralized by having $250 million is debts accrued by his crooked carpet factory forgiven, while Meir was permanently hushed when his car was crushed by a UN truck driven by a PLO driver. The driver, of course, was released forever after being briefly questioned by Israel Police.
There is no question whatsoever that the Vatican wants Israel off the Temple Mount and that our leadership is accommodating their desire.

In recent days far right Israeli TV channel Arutz Sheva accused Olmert of going to the Vatican to return property on Mt. According to some sources, former Prime Minister Ehud Barak had promised to hand over the Cenacle to the Church to Pope John Paul II during his historic visit to Israel in March 2000.
Whatever the case, it has been known for quite a while that the issue is on the agenda of the Joint Holy See-Israel Commission. In fact, the Joint Commission is scheduled to meet tomorrow in Jerusalem to iron out some issues relating the 1993 Fundamental Agreement which has not yet been implemented in Israel.
In the meantime, concern is growing in Israel over Christian holy sites in Galilee as Israeli authorities plan to build a trail around the Sea of Galilee open to tourists. Officials from the Shrines of the Primacy of Peter at Tabgha and Peter’s house in Capernaum and others along the shores of the lake are concerned that the trail may go over their land disturbing pilgrims at prayer and perturb the monastic life of local religious communities.
“Plans for the trail are just preliminary,” Ben-Hur said. “I can assure you that the utmost consideration for the holy sites will be given. If difficulties cannot be solved, we shan’t build it. Today we are quiet aware of and sensitive to the needs of the Church.”

Vatican offers swap deal to regain site of Last Supper

THE Vatican is hoping to regain control of the Room of the Last Supper in Jerusalem, one of the most sacred sites in Christianity.
It will, in exchange, hand over to the Jewish community the historic synagogue at Toledo in Spain, at present a Catholic church.
The proposals, contained in a draft agreement between the Israeli Government and the Vatican, come on the eve of a state visit to the Vatican next month by President Katzav.
[NB: is that why Katzav is being indicted right now: to shut him up, and to punish him for failing to do the deal??? DS]
[Final details on a long-delayed accord on the status of Roman Catholic properties in the Holy Land are expected to be agreed during the visit, marking a new era of reconciliation between Christians and Jews after centuries of hostility.
The Upper Room, where the Last Supper is said to have taken place, is held by Christians to be the place where Jesus broke bread and drank wine with the disciples on the eve of his Crucifixion and also where the Holy Spirit descended on the disciples at Pentecost.
The Last Supper has become an iconic Christian image, painted most famously by Leonardo. The Room of the Last Supper is the fourth most holy place in Christendom after the Holy Sepulchre in Jerusalem, built over Christ’s tomb, the Basilica of the Annunciation in Nazareth, where the Virgin Mary was told by an angel she was to give birth, and the Basilica of the Nativity in Bethlehem, where the birth took place.
The present Gothic-arched room is not the original but was built by the Crusaders in the 14th century. It was taken over in 1342 by the Franciscans, the Catholic custodians of Christian sites in the Holy Land.
Along with the rest of Jerusalem, it fell to the Ottoman Turks in the 16th century and was transformed into a mosque, whose Arabic inscriptions are still visible. Since the foundation of Israel the area has served as the site of Jewish yeshivas, or religious schools, since Jews believe that the Tomb of King David lies beneath the spot.
Il Messaggero, the Rome daily, said possible reciprocal gestures include the return to Jewish control of the 12th-century synagogue in Toledo, which, after the suppression of Judaism in Spain in the 15th century, became the Church of Santa María La Blanca.
A synod of bishops in the Vatican, the first to be held by Pope Benedict, is currently discussing issues related to the Eucharist, or Holy Communion.
The renewed Christian-Jewish dialogue comes on the 40th anniversary of Nostra Aetate, the Second Vatican Council document which condemned anti-Semitism and paved the way for the establishment of diplomatic relations between Israel and the Vatican in 1993.
The German-born Pope has reached out to Jews as well as Muslims since his election in April, and in August visited the Cologne synagogue.

FUNDAMENTAL AGREEMENT BETWEEN THE HOLY SEE AND THE STATE OF ISRAEL
December 30, 1993
Preamble
The Holy See and the State of Israel,
Mindful of the singular character and universal significance of the Holy Land;
Aware of the unique nature of the relationship between the Catholic Church and the Jewish people, and of the historic process of reconciliation and growth in mutual understanding and friendship between Catholics and Jews;
Having decided on 29 July 1992 to establish a 'Bilateral Permanent Working Commission', in order to study and define together issues of common interest, and in view of normalizing their relations;
Recognizing that the work of the aforementioned Commission has produced sufficient material for a first and Fundamental Agreement;
Realizing that such Agreement will provide a sound and lasting basis for the continued development of their present and future relations and for the furtherance of the Commission's task,
Agree upon the following Articles:
Article 1
The State of Israel, recalling its Declaration of Independence, affirms its continuing commitment to uphold and observe the human right to freedom of religion and conscience, as set forth In the Universal Declaration of Human Rights and in other international instruments to which it is a party.
The Holy See, recalling the Declaration on Religious Freedom of the Second Vatican Ecumenical Council, 'Dignitatis humanea', affirms the Catholic Church's commitment to uphold the human right to freedom of religion and conscience, as set forth in the Universal Declaration of Human Rights and in other international instruments to which it is a party. The Holy See wishes to affirm as well the Catholic Church's respect for other religions and their followers as solemnly stated by the Second Vatican Ecumenical Council in its Declaration on the Relation of the Church to Non-Christian Religions, 'Nostra aetate'.
Article 2
The Holy See and the State of Israel are committed to appropriate cooperation in combatting all forms of antisemitism and all kinds of racism and of religious intolerance, and in promoting mutual understanding among nations, tolerance among communities and respect for human life and dignity.
The Holy See takes this occasion to reiterate its condemnation of hatred, persecution and all other manifestations of antisemitism directed against the Jewish people and individual Jews anywhere, at any time and by anyone. In particular, the Holy See deplores attacks on Jews and desecration of Jewish synagogues and cemeteries, acts which offend the memory of the victims of the Holocaust, especially when they occur in the same places which witnessed it.
Article 3
The Holy See and the State of Israel recognize that both are free in the exercise of their respective rights and powers, and commit themselves to respect this principle in their mutual relations and in their cooperation for the good of the people.
The State of Israel recognizes the right of the Catholic Church to carry out its religious, moral, educational and charitable functions, and to have its own institutions, and to train, appoint and deploy its own personnel in the said institutions or for the said functions to these ends. The Church recognizes the right of the State to carry out its functions, such as promoting and protecting the welfare and the safety of the people. Both the State and the Church recognize the need for dialogue and cooperation in such matters as by their nature call for it.
Concerning Catholic legal personality at canon law the Holy See and the State of Israel will negotiate on giving it full effect in Israeli law, following a report from a joint subcommission of experts.
Article 4
The State of Israel affirms its continuing commitment to maintain and respect the 'Status quo' in the Christian Holy Places to which it applies and the respective rights of the Christian communities thereunder. The Holy See affirms the Catholic Church's continuing commitment to respect the aforementioned 'Status quo' and the said rights.
The above shall apply notwithstanding an interpretation to the contrary of any Article in this Fundamental Agreement.
The State of Israel agrees with the Holy See on the obligation of continuing respect for and protection of the character proper to Catholic sacred places, such as churches, monasteries, convents, cemeteries and their like.
The State of Israel agrees with the Holy See on the continuing guarantee of the freedom of Catholic worship.
Article 5
The Holy See and the State of Israel recognize that both have an interest in favouring Christian pilgrimages to the Holy Land. Whenever the need for coordination arises, the proper agencies of the Church and of the State will consult and cooperate as required.
The State of Israel and the Holy See express the hope that such pilgrimages will provide an occasion for better understanding between the pilgrims and the people and religions in Israel.
Article 6
The Holy See and the State of Israel jointly reaffirm the right of the Catholic Church to establish, maintain and direct schools and institutes of study at all levels; this right being exercised in harmony with the rights of the State in the field of education.
Article 7
The Holy See and the State of Israel recognize a common interest in promoting and encouraging cultural exchanges between Catholic institutions worldwide, and educational, cultural and research institutions In Israel, and in facilitating access to manuscripts, historical documents and similar source materials, in conformity with applicable laws and regulations.
Article 8
The State of Israel recognizes that the right of the Catholic Church to freedom of expression in the carrying out of its functions is exercised also through the Church's own communications media; this right being exercised in harmony with the rights of the State in the field of communications media.
Article 9
The Holy See and the State of Israel jointly reaffirm the right of the Catholic Church to carry out its charitable functions through its health care and social welfare institutions, this right being exercised in harmony with the rights of the State in this field.
Article 10
The Holy See and the State of Israel jointly reaffirm the right of the Catholic Church to property.
Without prejudice to rights relied upon by the Parties:
The Holy See and the State of Israel will negotiate in good faith a comprehensive agreement, containing solutions acceptable to both Parties, on unclear, unsettled and disputed issues, concerning property, economic and fiscal matters relating to the Catholic Church generally, or to specific Catholic Communities or institutions.
For the purpose of the said negotiations, the Permanent Bilateral Working Commission will appoint one or more bilateral subcommissions of experts to study the issues and make proposals.
The Parties intend to commence the aforementioned negotiations within three months of entry into force of the present Agreement, and aim to reach agreement within two years from the beginning of the negotiations.
During the period of these negotiations, actions incompatible with these commitments shall be avoided.
Article 11
The Holy See and the State of Israel declare their respective commitment to the promotion of the peaceful resolution of conflicts among States and nations, excluding violence and terror from international life.
The Holy See, while maintaining in every case the right to exercise its moral and spiritual teaching-office, deems it opportune to recall that, owing to its own character, it is solemnly committed to remaining a stranger to all merely temporal conflicts, which principle applies specifically to disputed territories and unsettled borders.
Article 12
The Holy See and the State of Israel will continue to negotiate in good faith in pursuance of the Agenda agreed upon in Jerusalem, on 15 July 1992, and confirmed at the Vatican, on 29 July 1992; likewise on issues arising from Articles of the present Agreement, as well as on other issues bilaterally agreed upon as objects of negotiation.
Article 13
In this Agreement the Parties use these terms in the following sense:
The Catholic Church and the Church - including, inter alia, its Communities and institutions,
Communities of the Catholic Church - meaning the Catholic religious entities considered by the Holy See as Churches sui juris and by the State of Israel as Recognized Religious Communities;
The State of Israel and the State - including, inter alia, its authorities established by law.
Notwithstanding the validity of this Agreement as between the Parties, and without detracting from the generality of any applicable rule of law with reference to treaties, the Parties agree that this Agreement does not prejudice rights and obligations arising from existing treaties between either Party and a State or States, which are known and in fact available to both Parties at the time of the signature of this Agreement. Article 14
Upon signature of the present Fundamental Agreement and in preparation for the establishment of full diplomatic relations, the Holy See and the State of Israel exchange Special Representatives, whose rank and privileges are specified in an Additional Protocol.
Following the entry into force and immediately upon the beginning of the implementation of the present Fundamental Agreement, the Holy See and the State of Israel will establish full diplomatic relations at the level of Apostolic Nunciature, on the part of the Holy See, and Embassy, on the part of the State of Israel. Article 15This Agreement shall enter into force on the date of the latter notification of ratification by a Party.Done in two original copies in the English and Hebrew languages, both texts being equally authentic. In case of divergency, the English text shall prevail.Signed in Jerusalem, this thirtieth day of the month of December, in the year 1993, which corresponds to the sixteenth day of the month of Tevet, in the year 5754.FOR THE GOVERNMENT OF THE STATE OF ISRAELFOR THE HOLY SEEAdditional Protocol
In relation to Art. 14 (1) of the Fundamental Agreement, signed by the Holy See and the State of Israel, the 'Special Representatives' shall have, respectively, the personal rank of Apostolic Nuncio and Ambassador.
These Special Representatives shall enjoy all the rights, privileges and immunities granted to Heads of Diplomatic Missions under international law and common usage, on the basis of reciprocity.
The Special Representative of the State of Israel to the Holy See, while residing In Italy, shall enjoy all the rights, privileges and immunities defined by Art. 12 of the Treaty of 1929 between the Holy See and Italy, regarding Envoys of Foreign Governments to the Holy See residing in Italy. The rights, privileges and immunities extended to the personnel of a Diplomatic Mission shall likewise be granted to the personnel of the Israeli Special Representative's Mission. According to an established custom, neither the Special Representative, nor the official members of his Mission, can at the same time be members of Israel's Diplomatic Mission to Italy.
The Special Representative of the Holy See to the State of Israel may at the same time exercise other representative functions of the Holy See and be accredited to other States. He and the personnel of his Mission shall enjoy all the rights, privileges and immunities granted by Israel to Diplomatic Agents and Missions.
The names, rank and functions of the Special Representatives will appear, in an appropriate way, in the official lists of Foreign Missions accredited to each Party.
Signed in Jerusalem, this thirtieth day of the month of December, in the year 1993, which corresponds to the sixteenth day of the month of Tevet, in the year 5754.
